Oil or Water Based

I had no idea what skin serum was, but I knew that I wanted some. My cousin told me that it is a product that women use on their face. It is supposed to improve the effect of your moisturizer. You can get water based or oil based serum. The one you choose would depend on the type of skin that you have. If you have dry skin you would want to use the oil based serum. If you have oily skin you would want to choose the water based serum.
